How many times have you were engaged in overtaking the car in front of you and found one "smart" guy to overcome the same time? See here what can happen in this situation.
Every time there is a driver that 'sticks' his car from the car in front (even there is no crowded traffic) and the result is that the overtaking is more difficult because you have to past from 2 cars from one manoeuvre.
